For your questions, everyone's body is different when it comes to dilation. Cervix checks even at the end of pregnancy are somewhat meaningless. It's possible to go from closed to a baby overnight, or be partially dilated for weeks. I wasn't checked until I was induced at 36+2, and I was already 3 cm and 75% effaced.
