The starter is not engaging but the battery is dropping to 11.7 volts with not much load. The buzzing and clicking could be the starter trying to pick up but dropping back out when battery voltage drops.

May 12, 2012 · The main difference with the power output of the 1300 vs the Roadstar is the bore and stroke. The Roadstar has a longer stroke for more torque, where as the 1300 has a shorter stroke with higher compression. The 1300 was made to run at higher RPM range, so it's much quicker than the Roadstar. One cylinder (rear) on my 1100 custom is backfiring and is sluggish at highway speeds. It idles great and revs great. Holding the throttle open causes one cylinder to "pop".
