Jumper the PTO safety switch wires and it should start. Push the clutch all the way down to release any forces remaining on the PTO engagement sleeve.

IF NOT, check seat switch. The OPR is powered by 12V going through the seat switch. IF the relay clicks, repeat the test with the PTO engaged. It should "CLUNK" each time.
