If you don't want to deal with top tier gem farming, you can farm the Winter Lanterns at the end of the DLC. They go up to 22.3% physical damage vs 27.2% from top tier gems. The 27.2% farm honestly isn't terribly hard either though, just have to defeat the Merciless Watchers, and if you lower your standards and don't need perfect 27.2% gems ...
