Assuming i'm reading this correctly, it looks when getting an armor drop, the splits are (rounded for simplicity) to be about : 50/20/5/25% (nothing/R/L/E) for Legendary lost sectors. 50/12/5/33 (nothing/R/L/E) for Master lost sectors. Postmaster engrams originating from a Lost Sector activity will focus the drops to the armor type that matches the current Master Lost Sector. It's just how Bungie programmed the drops, I guess. I assume it is a bug as it is like 98% chance for a guaranteed knockout of an exotic you do not own, including lost sector exotics.
