With the key on and the fuel pump plugged in the dash goes nuts (whole thing flashing) and no fuel pumped when starter is engaged.Unless the fuel enrichener (choke) is stuck open, it's running lean, not rich. That's normal for these engines. You can try opening the pilot screws to richen it up, and/or shim the needles up slightly with a #4 washer.
