Normally your steward is locked in until you complete the Farmer's Life for Me quest. After that you get the option to dismiss them and can change your steward at will. Compare to the Hearthfire homes where the steward is locked in permanently unless you use a mod or some complicated console commands. But if your steward dies, then I have no idea.

This random event is not triggered while the housecarl is on watch at the homestead. Also, some stewards and spouses don't get along sometimes. The link below give a list of all potential stewards. You can only have one per homestead and if you switch that steward to another one, the previous homestead can't have another steward.
