They said "It is our intention to use Proving Grounds as a location for players to earn specific Units over time, but at the initial release Commander Ahsoka Tano and Razor Crest will be the two available Units." Not necessarily new ones. At least Ultra "confirmed" it's just for conquest characters.

The Interceptor Battle was actually incredibly doable with a CLS line-up. I read it on the subreddit a few hours before last Proving Grounds closed (and I lost badly with everything, from GAS to JML) and that CLS team cleared it at 3*.
