Originally the Dark Brotherhood stone and the Thalmor Embassy stone were the ones that you had one chance to get. They have since been moved to different locations so that you can get them. You still have to kill/join the dark brotherhood to get theirs but you can go into the cave before doing the Thalmor Embassy quest.If anyone is not aware there is a mod called "Location of the Stones of Barenziah". The only thing I can think of is the reeling cave/thamor issue. My game is on switch, and since the 1.4 patch came out in Feb 2012, I'm assuming mine is in the reeling cave but it isn't. I used the horse glitch to get back into the embassy and check Elenwen's Solar again, but it isn't there and also isn't in the reeling cave.
