This is a hot take but people only think Okumura is shit because of the difficulty spike. I think if the game had introduced the idea of forcing the player to use baton pass to win throughout the palace in easier fights then people would’ve been more prepared and taken the boss as a final test rather than a fuck you.

I really do. But I have no tactical advice at all for this fight, since I have always hit it very straightforwardly. I always go back to the Velvet Room for a round of fusing every time I hit a new safe room in every palace when not playing NG+, and as a result, I have literally never had a challenge until the final boss.I’d recommend going to atleast lvl 45. iirc 41 is on the low end, but possible. If you're playing on Hard I'd suggest 45 to give yourself some leeway. I think the general recommended level was 10 per palace. I'm playing on normal actually.
