Remove T-Mobiles app and just use the built in voicemail via the phone app. Will appear as an option in the phone after you remove Visual VM. I never got Visual VM to work either and the built in one works great. I use the native voicemail app and have a similar issue with TMobile voicemail. It says it's not activated.
