To get 100 res + recov, I have to use the fragments in the 3.0 subclasses, and mod armor to get +40 distributed in either res or recov. I try to get highest stats in recov on the armor, since resilience +10 mod is only 3 energy, compared to recovery's 4 energy. It's very possible and not difficult at all.
