For most, I'd assume, simply logging in daily/weekly for 8/9 weeks with absolutely zero new content to play - just to do challenges, doesn't seem remotely fun. So they give the illusion of fresh content by bringing back these "seasonal events" to draw people in for a week and keep them occupied whilst they finish challenges.
